Whether it’s evaluating a business location with our exclusive Emergency Action Plan (EAP) or instructing classes on emergency medicine, SMES is proud to be a local resource that enhances emergency and tactical preparedness all across East Tennessee.

Our logo is based on the

defense emblem from

the 1950s, a time when

America faced threats

that could come at any time. 


The population had to be trained and ready to respond to a variety of effects from nuclear war, and we have brought that intent to our business. We know that a community that has been trained and prepared is a community that can mitigate the damage from an emergency situation no matter the cause.

Mike Kelley

Programs Director


Mike Kelley served in the United States Marine Corps in the days following the attacks of September 11, 2001. He held Military Occupational Specialties as an Infantry Assaultman, and Primary Marksmanship Instructor. 

Mike currently serves in Federal Law Enforcement. Through his work as a federal agent and tactical medic, he has continued to develop his knowledge, skills and instructor abilities as a part of his daily duties. Mike has instructor certifications in a broad range of skills including; firearms, emergency vehicle operations, wilderness medicine, bleeding control, Basic Life Support and several more.

Mike is married with two young girls at home and enjoys boating, fishing, and woodworking.

Sam Roche

Operations Director


Sam Roche served in the United States Marine Corps as an Infantry Squad Leader in various locations around the world. After his service, he was a Police Officer for seven years with the City of Wilmington, North Carolina, working as a member of the SWAT and Counter-Narcotics teams. He currently works as a Federal Agent for the U.S. Government.

Sam is a nationally-certified EMT, Tennessee Handgun Instructor, has been trained in Tactical Combat Casualty Care, and is a graduate of the Federal Law Enforcement Training Center. He co-founded Smoky Mountain Emergency Solutions (SMES) with Mike Kelley in order to bring quality medical and tactical training to the community and local businesses.  


Sam is married with two daughters and enjoys shooting, reading, and refinishing antique furniture.
